I have an old Radeon 295x2 video card I will be giving him to use for the time being. No peripherals are needed. He will be playing on 1080p 144hz most likely, though the his display can go to 1440p at 144hz but doesn't seem practical for this budget.

A 295x2 damn! That's a power hungry card. 500W TDP, probably top 3 in terms of most power hungry cards.

Yeah it really is, especially since most games now don't even support dual gpu's. Ideally I'd like to sell it and just buy him a 5700xt instead.

Ideally in your shoes I'd test that the 295x2 works well in the games he's going to play before making a purchase. If performance is abysmal because of the dual GPU solution, then perhaps a more budget build with a cheap 1650 super-type card is a better choice.
