Freesync causing stuttering in older games

When I play some older games, the games will stutter a lot. Even if I have it in borderless fullscreen and the fps capped it still does it. Examples are: surgeon simulator (the old one), portal 1, and other similar games. When I turn off freesync on my monitor or in amd settings the stuttering stops. Any help would be appreciated.
Note: some games will stutter a lot if I don't have them in borderless fullscreen such as cs:go. Just thought that would be a good thing to mention.

Asus tuf b450-plus gaming

corsair rm650x

Monitor: Viewsonic 27inch 1080p 144hz 1ms response time

Then turn it off when playing those old games

Also don't use black font, a decent chunk of the active users here use dark mode.

99% of the time no, those games weren't programed with variable refresh rates in mind
