Kernel panic not syncing error with 2 GPU's

Yeah so I just switched the PCIE slots they were in and it worked... can't believe that I didn't try that first

I am trying to run a dual gpu setup for passthrough gaming but whenever I start ubuntu with both gpu's installed, it will just sit on the boot screen with the mobo logo showing. I booted into recovery mode and and it went into a kernel panic with the error "not syncing: fatal exception in interrupt". I assume that this is driver caused because windows boots just fine with both. 

Specs: 

Ryzen 1600
16gb Ram @ 2933

ASUS Prime B350-Plus 

Corsair RM650 (I'm aware that I'm pushing it to the limit)

 

Zotac RTX 2070S Mini

MSI Armor OC RX580 8gb
