Tiger Lake is for Notebooks. I didn't take a look at AMD 4000 yet but AMD may be the better choice for desktops at the moment.

So there wont be be any new intel desktop CPUs releasing this year correct? I want to get a ryzen 3900x but I am not sure if I should wait for the new amd CPUs to release?

Intel already released 10th gen.
You can already see some specs of the 4000 series on AMD's website.
Appearently, they improved internal graphics a lot. So maybe not that important for gaming.
I don't know about the prices though...
