CPU and Memory questions

I'm upgrading my PC, and I decided to go with the MoBo ASUS X570 TUF GAMING, I was crosschecking the QVL and the memory kits available here in my country. The best one that I found that is in my budget is the Vengeance LPX 2x8GB CMK16GX4M2Z3200C16, but the QVL states that only the version 4.31 is validated, but I can't check it before the purchase. Should a risk it? What could go wrong if I get unlucky?

 

NOTE: I could try my current memory set, but I giving this PC to my mother.

Also, I would appreciate some help chossing the CPU. I was thinking about the R5 3600X, but I maybe able to stretch the budget to get a R7 3700X or the 3800X, but I don't want to spend extra just to get a couple more fps. The reviews and gaming benchmarks a looked showed between a a modest and a significant increase in permormance, so I don't know what to expect. I will be paring it with a RTX 2070 Super.

 

NOTE: I will also upgrade my monitor (from my signature) later
