PC not posting

I hope this is the right channel.

So i've had this weird problem for a while now and I need some help. I have this secondary pc that im building, and I cannot get it to post. Its a 2600 and 1070 build. Initially, I thought it was the motherboard's fault, however, I am now on my second rma board. I began testing the components on my main rig, which has a debugging light on the mobo, and I have noticed one strange thing. When I try to boot with the 1070 in there, the debugging light never gets past the "vga" even tho the system posts after a couple seconds.

Any ideas where the issue is coming from?

Update: I just tried my 2060 in with the 2600 and 1 stick of ram out of my person rig, same issue. No signal and no power from the usbs on the motherboard.

Any help would be appreciated.
