After installing additional RAM sticks (2 additional sticks identical to those previously installed), the pc will enter a "boot loop" when powered on or when shut down. It does not occur when restarting Windows via the start menu.
 
While in the "boot loop", the pc will power on for a few seconds, then power off momentarily, then power on again, repeating without video output. The pc can be turned off by holding the power button or turned on by holding the reset button while the computer is powering on. When powered on this way, the UEFI splash screen appears twice instead of once and the settings are reset.
 
I have attempted the following solutions with no change in pc behavior:
  • Updating UEFI to latest version
  • Reseating all RAM sticks
  • Reverting to old RAM configuration
  • Only using new RAM
  • CMOS reset via pin short
  • CMOS reset via battery removal (Measured ~3.15V)
  • Windows Safe Start
 
System Specifications:
  • Motherboard: ASRock AB350M Pro 4 (BIOS Ver 6.6)
  • CPU: AMD Ryzen 3600 3.6Ghz (no overclock)
  • Memory: 4x8GB G.Skill Aegis DDR4 3000Mhz CL16-18-18-38 1.35V
  • Video Card: MSI GeForce 1060 3Gb
  • Operating System: Windows 10 Home 10.0.18362 Build 18362
  • Hard Drive: Western Digital 1TB
  • SSD (Boot Drive): Crucial BX300 120GB
  • PSU: EVGA 430W 80+ White

The pc is workable since I can boot it by holding the reset button, but I'd rather not have to go into UEFI settings to get full performance out of my RAM every time I boot up my system from a power off.

I may have been unclear. Boot loop also occurs when powering off (won't shut down unless power button held) and also occurs under default 2133MHz BIOS RAM settings.

So once you get into Windows it works fine? It only fails when starting or shutting down?
