Cool exHDDs through fans using either USB or wall supply

I have 2 external HDDs that are online almost always but I feel that they heat up a lot as sometimes they feel very hot to touch. I would like to setup a cooling system for them using fans and usb or wall power, also if possible a way to control the fan speeds. 

 

Keep in mind I will be making an enclosure out of cardboard for them so I am pretty flexible in terms of changes, right now.
