RX 5600XT Trouble boosting

I've been having lots of trouble getting my RX 5600XT to boost to a full clock. It will get stuck in low power mode and not go above 190 MHz. The current fix that I am able to apply is to do a full system shutdown every time I want to start a new gaming session. I have the latest recommended AMD drivers (20.4.2). I'm curious if it's the PSU since it's a low wattage due to availability during this pandemic but it should be able to handle it.

CPU: R5 3600
GPU: RX 5600XT

MB: MSI B450 Tomahawk Max

RAM: 16Gb 3200Mhz
PSU: BeQuiet 500W Pure Power 11

My next troubleshooting step would probably be to do a clean install of windows and hope for the best.
