Blue Pixelated Lines, Please Help!

Hello, Currently I am experience some major technically difficulties. My screen has gone and created these blue pixelated lines. This appears in windows boot-up and bios. I have fixed the issue once already however it reappeared the next day. However next day, the issue didn't appear instantly it appeared after several restarts as my PC was restarting every 15-45mins. Then after 4-5 restarts later the blue dots appeared. Please Help me solve this issue. As I do not have the money to buy a new GPU at the time. As the pandemic is not exactly helping my situation.

 

My Specs are :

Intel I5-9600K

Asus Prime Z390-A

Crucial Ballistix Sport LT 4x8GB 3200mhz

MSI GTX 1660 Gaming X 6GB

EVGA 500W PSU

DELL E2318HR Monitor if this makes any difference.

Win10 Pro

 

Extra Info: Device Manager labels my GPU with a hazard sign and says Code 43, I have uninstalled my GPU driver and reinstalled it including orders version if it helped. The blue dots do not appear after restarting PC if HDMI cable is connected to MB vs GPU. However when connected to MB in Device Manager GPU is labeled with hazard icon.
