Ok, so the PC Builder Joey Delgado teaches how to build a PC step by step, and one of the last steps is tweaking the RAM at its rated speed, but I also have seen people that avoid this step because the PC wouldn't turn on after tweaking the RAM's speed. So, Is Overclocking RAM safe?

It most likely will not kill your system. Just cause instability or it will not boot.
