Lag until i open task manager

This started happening ricently, i was playing some games and it started laging (it was a game that was working in around 150fps and it droped to 40fps).

I opened task manager and the cpu and ram usege just droped from 80% cpu and 100% ram to 30% cpu and 40% ram.

Also when im starting my sistem, the Win 10 logo and the spining thing was laging too. I tought it was some kind of virus so i scaned it on AVG and it showed nothing.
