Problem with my GPU and CPU

Hello, i bought my new 2060 like 2 months ago and swapped it with my old 1660 and i have noticed that my frames have been worse with this new one than my old one. When im playing games it shows somewhere around 40-60 CPU usage and like 30-40 GPU usage i know thats very low i have tried everything to increase it and nothing has worked, could it be a bottleneck with my CPU or what could it be need help, And im thinking of upgrading my CPU to a Ryzen 5 3600 or a Ryzen 7 3700x which one would be better for my PC. My friend who has a worse PC than me gets more frames and i asked for his GPU and CPU usage and it was somewhere around 80-90 GPU and 70 CPU, and would this work if i switched back to my 1660 until i get my new CPU.

CPU: RYZEN 5 2600

GPU: RTX 2060 6 GB

RAM: 16GB

MOTHERBOARD: MSI B450

Properly uninstall GPU drivers with DDU in safemode and start fresh. (if you didn't already do this when you got your new GPU)

i have used DDU multiple times and i have factory reset my PC
