Budget (including currency): £650-700 (including monitor)

Country: UK

Games, programs or workloads that it will be used for: Microsoft Flight sim 2020, web browsing, word processing, storing family photos.

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): 60hz 1080p 24 inches. Upgrading from a dell all in one which has an i5 6400, 8gb ram. Already has keyboard and mouse

I am planning to build a pc for my dad as he has an all-in-one right now which isnt great. He wants to be able to play the new microsoft flight simulator at 60fps. This will also be used for word processing, web browsing etc. He also wants to be able to put the monitor on top of the pc to save space so I thought an htpc case would be good. let me know what you think of this build.

Would prefer to chose a 6 core processor but they are all quite expensive at the moment. A shame that a 1650 is the best gpu that will fit in here.

What I would very much so recommend is that one you get a normal sized desktop as that form factor is going to up the cost and limit upgrades and going with a normal micro atx cheap case like a q300l would allow for a better gpu which would be very welcome (if you don't mind going used a vega 56 or gtx 1070would easily fit in that budget and that is a lot better a card).

Also does he need a new pc right now? If not then do wait a bit as both amd and nvidia are launching new gpu's very very soon and amd is coming out with ryzen 4000 in fall.

new microsoft flight simulator at 60fps

I can 100% tell you this won’t happen!

Never shoot for 60fps in flight sims. 24-30 FPS is plenty good. If you’re ok with 24-30 at 1080p, this should be good enough. See if you can fit a 1650 Super or better there though.

if you want 60, you’ll probably need a 2070S or better

Current System: Ryzen 7 3700X, Noctua NH L12 Ghost S1 Edition, 32GB DDR4 @ 3200MHz, MAG B550i Gaming Edge, 1TB WD SN550 NVME, SF750, RTX 3080 Founders Edition, Louqe Ghost S1

Even at pretty low settings?

Yeah it’s pretty doubtful. Minimum settings maybe, but barely.

dont worry tho, as someone who uses X-Plane at 24fps it isn’t bad!

Yeah i will ask him if hes ok going with a bigger case. And i will wait until ryzen 4000 and possibly ampere and big navi if they are releasing any cheapish cards

You don't need a bigger case. A q300l l is a bit wider but otherwise pretty much same size.

Yeah. Originally that was the case I was going to go with as he liked it but then he had the idea of putting it under the monitor. I think i will chose that though, much better airflow, upgradability and easier to install

You can also put that case under the monitor. It has rubber screws that act like feet Just put a bit of fabric on the sidepanel where the monitor is going to be and make sure it doesn't weigh too much.
