Recycle Bin Corrupted

I just bought a new hard drive and moved everything over from my old one. On the new one I get a message saying "The Recycle Bin on Z:\ is corrupted. Do you want to empty the Recycle Bin for this drive?" If I hit yes, that doesn't work.

 

Other things i've tried
-rd /s /q Z:\$Recycle.bin on cmd as administrator (cmd lists the files that won't delete saying the system cannot find the path specified)

-sfc /scannow

 

Anyone have any other ideas?

How did you move your data to the new drive?,it's possible that the partitions are misaligned.

I just used windows explorer copy paste

I will ask just to clarify,Did you copy pasted in file explorer everything including the Windows folder?

this was a secondary hard drive, my windows is installed on a completely separate drive from the 2 mentioned before.

On what drive do you have partition Z?

A seagate 8 tb drive. the previous drive was a 4 tb drive letter X.
