It looks like you just have a bunch of junk in the USB port that needs to be removed, so it will work again. What are you censoring out in the bottom image?

nothing relevant to the issue, but i can tell you in the first image, that little bit of metal image.png.00c12a30faa59c6b3b9b620660223cec.png is the io shield peeling away and all the dirt looking stuff image.png.9be6c89ad7fb37be6c78c5c938933a88.png is insulation between the plate and the board (or so he says)

apparently the port he was worried about is the hotkey port

A short is going to be caused by derbies inside the port. Simply remove the stuff from the port. It would be helpful to know what information you are censoring out, as the only info that would appear on a screen like that would be something like your motherboard model, etc. Which is important.

The thing i am censoring out has nothing at all to do with the error message and is just a reflection of his monitor. i told him to try to clean out the ports, any suggested method to do so safely and effectively?

Remove the motherboard and make sure the IO shield is put in properly and none of its metal bits go into the USB ports.
