Update: The problem I am having on my PC and Surface are likely due to the current Win10 Internet issue that is becoming well known now.

However my problem seems more general.

 

The issue is that some websites do not load and some programs claim there is no internet when there is (this is the same as the general issue).
However in addition one of my android phones has the same "does not load" issue for the same websites when connected to my home wifi.
When connected to my local cell service these sites are available and do load, equally when using my phone as a mobile hotspot the sites and programs unable to connect before now connect.

 

The setup:
5 Devices on 1.5 networks.
Network 1 (A) - ISP provided modem/router giving wifi and wired connections.
Network 0.5 (B) - Additional router connected by lan cable to Network A, giving better wifi signal to the rest of the house.

 

So 

Device A PC - Connected to Network A - Access some websites, not all. Some programs can connect but not all.
Device B Surface - Connected to Wifi A or B - Access some websites, not all. Some programs can connect but not all.
Device B Surface - Connected to Hotspot Tethering - Access all websites, and all programs connect.
Device C Note8 - Connected to Wifi A or B - Access some websites, not all. 
Device C Note8 - Conencted to Mobile ISP - Access all websites and all apps connect.
Device D iMac - Connected to Wifi A or B - Access all websites, all programs connect.
Device E S8 - Connected to Wifi A or B - Access all websites, all programs connect.

The router itself is not accessible, returning DNS_PROBE_FINISHED_NXDOMAIN

 

Completed software steps
The ipconfig steps - focusing on DNS
The netsh steps
Windows auto troubleshooting tool
Turned off AV/firewall
Uninstalled AV/Firewall
Checked Hosts file

 

Completed hardware steps
Router/Modem from the ISP - Turned off and on
Router/Modem from the ISP - Factory reset
Checked cables

I have tried the suggested winreg edit for the "win10 net issue" above.

I came across this with my mates laptop, he was able to ping google, but not access any sites,  for him it looked like manually setting the dns to cloudfare or google, or manually setting the ip addresses, gateway, dns  fixed it, so if you can try maybe manually setting these?

 

Weird how your note doesnt seem to work as well on wifi but on mobile it does, are you able to look into anything on your router config page?
