So my 770 has been running fine for a few good days since I've had it. But now all of a sudden I checked EVGA precision X and my card while I'm doing nothing GPU Clock is at "1045" mhz and my voltage is at "1075" and I'm not doing anything and it just stays like that doesn't move at all.

That's not necessarily a "problem" as far as I can see.  May be a glitch with Precision or the drivers.  Did you reboot?  If so, you could try a driver uninstall and reinstall or give another overclocking utility (like Afterburner) a try.  Doesn't sound like anything is wrong hardware wise...
