I intend on building a computer, where can I purchase Windows and have it download directly to a USB?

That's not really how it works, you buy a license then you create a bootable USB with this https://support.microsoft.com/en-us/help/15088/windows-10-create-installation-media

head on to the microsoft website, install the file of version the version you want into an empty usb drive. purchase an activation key (could be 10$ OEMs(recommended) or the 100$ one off of the microsoft website) and enter it while installing the OS
