Services and controller app misbehaving

I have never had any problems with my laptop but just turned it on and found it super slow and taking forever just to open apps eventually I got task manager open and found CPU at 100% I have tried restarting but it made no difference and manually stoping the application but got errors saying cannot be done a quick Google search suggests deleting it but any ideas on how to make it stop plz thx (it has been going at this for just about 4hours)
