So the push pins will put enough pressure on the cpu to spread it sufficiently?

Yes :)

When using a stock cooler or one that has mounting hardware like it (no backplate) is it safe to not spread the thermal paste?

 

Edit: I just put a stock dell heat sink back onto an old pentium using masscool fanner420. And I am installing a hyper TX3 on a 3570K with cooler master or masscool whichever one you guys think is better.

 

Edit 2: I used about a 1/4" diameter blob on the pentium, the stuff is really runny so it is not really a pea shape like everyone keeps talking about making.
