when I press the power button everything works normally I can see my cabinet fans, CPU fan, GPU fan motherboard lights everything is working normally but no signal on monitor and then when I press the power button again it instantly shuts down everything and when I press the power button again my pc boots up normally....I'm facing this issue  every day on my first bootup. does anyone knows or ever faced this issue?

Most likely the issue here is that you're running a motherboard with an outdated BIOS. You need to update the BIOS before it'll work with your 7400. To update the BIOS you need to install a 6th gen Intel CPU so the system can POST and then update the BIOS like you would normally.
