I'm currently in India trying to upgrade my old LGA1150 system, and I wanted to check if these were good prices.

 

$85 for a Core i7 4770 (upgrading from a core i3 4160)

$55 plus my 2gb GTX 960 for an RX 470

 

Are these good deals at all? Used market here sucks, this is the best I can get.

That seems like a really, really good value for India, in fact $85 for a 4770 in the US is even a good deal.

 

Is it an RX 470 4GB or 8GB?

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

4gb unfortunately. I'm basically throwing in the 960 for around $25. 

I'm hesitant to pay that much for a 4770 because an i3 9100F is $60 new here, so for just over $100 I could probably also replace my motherboard and RAM

But, you only get 4 threads instead of 8, and your upgrade path isn't really amazing. 

 

If you were to consider a new motherboard, I would highly recommend a Ryzen 3 3100 at the very least. The Intel 9th gen platform is not all that impressive.

That's true. Turns out I can get an I5 4670 for $55 or an RX 470 for the same, and I'd sell my 960. Personally I think the i3 is further behind the 960 and the 470. Do you think a CPU upgrade is in order first?

Depends on the games you want to play, but overall an i3 is just pretty poor for anything newer than 2015. The i7-4770 is just a good value overall.
