Challenge $700 - $800 PC build

Hello guys!! a friend at school wants a gaming PC i told him i will look for the parts for him because he did not know what to pick. his budget $700 - $800 but leaning to $700 if possible.

 

I was thinking of a fairly quiet PC with the R4 and H100i ( because its silent). He will only be using it for Gaming thats all. Im horrible with AMD market names lol (intel fanboy :D)

A little over budget, but not by much.

I think the issue with getting a H100i and Define R4 is that this budget isn't big enough. If it is a $700 build you are spending over 30% of your build on two components that are not realistically going to make a difference in performance.
