I simply wanted to make this post because after building me new pc, 3700x, x570 asus tuf, 2070 super I was experiencing crazy latency immediately following start up into windows. I had done a fresh windows installed wiped everything multiple times tried different versions disable/updated audio drivers etc. The only thing that fixed this for me was IDE ATA/ATAPI controllers. AMD released a statement explaining how the AMD sata controllers have stability issues with specific generations of Ryzen. After 3 days of troubleshooting I uninstalled the AMD sata controllers and used the standard SATA AHCI Controller for all drivers under IDE ATA/ATAPI. This immediately fixed my issues and can verify going on close to two weeks I still have not had this issue. Be aware though, it is probably a good idea to turn off automatic driver updates also.
