Nevermind fixed it turns out a fan speed offset got bumped up and it is working like normal now

So I own a dell PowerEdge r620, I have had it for about 2-3 years now and just now it runs up the fans and keeps them at full slightly after the server turns on. Normally it runs so quiet that I can sleep in the same room that it is in. We are running free nas to run a VM for game servers. 

Config:

Cpu: 2x xeon e5-2690

Ram: 4x4gb ddr3-1600 ecc rdimm

Gpu:matrox something

As with all of the servers from that generation they it has a raid card.
