The difference is, that there is no CE line for 120 fans, CE is 140 only. pE is 120 only.

That's not really a specification but model names. EKWB calls their slim line SE and their "regular" line CE. They also offer XE, PE, WE. That's what they call them. I can only guess what they actually mean, maybe S(lim)E(dition), C(ommon)E(dition), X(treme)E(dition), P(erformance)E(dition), W(ide)E(dition)?

 

Just look at the specs. SE and CE are only names not specs.

The thicker the rad the more surface you'll get assuming the same fin density (FPI or fins per inch). More surface area means better performance. At some point a radiator might become too thick and you might need to run your fans at higher rpm or you might want to consider Push/Pull fan configuration. When the FPI increases (often to compensate for less thickness) the surface area increases but at the same time you're shrinking the airgaps which means higher air resistance. That means you'll have to either run your fans at higher rpm or you might want to think about Push/Pull fan config again. 

 

The more extreme the radiator gets (in terms of thickness and/or FPI) the more important is the use of a good static pressure optimized fan.

 

Out of the two radiators the PE will perform better and probably be quieter due to lower FPI and therefore lower needed rpm.

 

SE: 28mm thickness, 22 FPI

PE: 38mm thickness, 19 FPI

(XE: 60mm thickness, 16 FPI)

 

There are more manufacturers than just EK.
