Nvidia program settings not doing anything for me.

Hey everyone, I'm trying to use certain program settings in the Nvidia control panel to make an older game look better.
However it doesn't appear to change anything after comparing screenshots between different settings I've tried.
I'm using the same settings from two friends who's games look great.

Those settings are:
antialiasing - Transparency, x2 super sample
shader cache, off
texture filtering - Anisotropic sample optimisation, off
texture filtering - negative LOD bias, Clamp
(I used any global overrides they had too)

Anyone know why nothing is happening on my end? and is there any standard troubleshooting I can try?

your not going to be able to make a game look better than it was designed to look. not without modifying the actual game, which takes a lot of work

edit: if anything, the one on top looks a bit blurry. maybe some resolution settings?

The screenshot of my friend's game shows otherwise...
But yes, this game was made for one resolution and without graphic settings.
However we got the render resolution hex values and I got mine to run at 4K. But again, since it was made for one resolution, half of the UI was the default resolution and there are no UI hex values for an quick change. Thus that's why we're using Nvidia control panel, it's just nothing changes on my end and I'm looking for help as to why and how to fix it.
