gpu running low

hey everyone

so my cp is having some poor preformace and i have noticed a couple of things,

my gpu power consumption is on 6W and my clock speed is 300MHz and utilization is 0% to 1%

is all this normal when checking it i am not playing any games just sitting in the homescreen of windows with my radeon addreniline software
