Games, programs or workloads that it will be used for:  Web Browsing, Youtube, No gaming ( so no gpu i guess)

Other details: Looking for a mid tier/entry pc, with at least 16 gb of ram for my in-law, im not sure if its cheaper and more convenient to build it or just buy one from best buy, he wants a desktop, nothing too fancy.

Looking for help from more knowledgeable people

You can get a refurb from Micro Center for $250 that matches or beats either of the builds posted above for your use cases.  Honestly that's what I'd do.  You'd even get a legit copy of Windows.
