Basic Streaming/Gaming Rig- Focus on upgradability

Planning on running two BenQ Zowie xl2411p monitors paired with a HyperX alloy elite RGB and Razer deathadder v1 (all of which I already own). Not super particular to Intel or AMD for the cpu, but I am planning on using this for a few months before upgrading to a higher spec CPU/GPU (i9-9900k/2080ti range) if I am still enjoying PC gaming/streaming so a motherboard/case that can accommodate that is a must. Hoping to play at a fairly solid 1080p 144hz on the main monitor but will sacrifice some in-game fps in order to maintain a 1080p60 stream if possible. This will be my first PC build, I am currently streaming off of a 2018 macbook pro and while it works, it is less than pleasant at times as my OBS software has decided it enjoys randomly dropping my bitrate to 50-100 kbps. Have tried on multiple networks and over ethernet and wifi with no improvement. 
Feel free to let me know if any of the ideas/goals I've listed are silly or unrealistic and I appreciate any replies and/or advice.

I thought that I should add, visually I'm not too picky. Doesn't need to be RGB mecca but a bit of style/customization would be nice within budget. Going to be placed on a white desk with grey accents so playing into that aesthetic is a bonus but not by any means a must have.
