Fresh win10 install Game Stutter

HI,

 

So i had few problems with 2-3 sec freezes so i decided to reinstall windows altogheter.

Now i just played my first league of legends game and it was stuttering the whole time, with some 50-100 fps drops.

 

I have no idea what to do to fix this pc. Please Help.

 

Msi z270 sli plus

i5 7600k

samsung 250gb 970 evo

samsung 1tb 860 evo

5700xt (PROBLEMs STARTED AFTER INSTALLING THIS GARBAGE)

2x8 gb skill 2666 mhz ddr4

Yes. I installed the gpu drivers first without internet connection. Then i updated everything and installed intel/mobo drivers.

i have restarted multiple time. I'll try reseating gpu.

I reseated my Gpu and my memory after dusting the crap out of the connectors. Seems to have done it for now. Thanks!
