When I turn on the power for the PC, not booted yet. The motherboard lights blinks and graphics power lights blinks.

I look's like the voltage goes up and down and sometime to zero. And it can't boot.

Then you might think the cables? I have checked it and even switched it out.

But when I turn on the power and quickly press the power button, it powers on and everything works normally.

What could then be the problem then? Becouse the PSU delivers power normaly when the system is on.

SPECS:

Motherboard: ASUS RAMPAGE IV EXTREME

GPU: GTX 1080 TI

PSU: Corsair AX860i

About half a year to a year

this is very unlikely the reason but have you tried

updating the bios

clearing the cmos

and maybe trying a different psu ?

also when did the issue start occurring

I don't think the firmware has anything to do with it as the power control come's from the power supply and not the motherboard. And it started yeesterday.
