Current Hardware:   Intel i7 3770 , 16GB DDR3 ram (2x8GB)  ,  AMD R9-270X

 

Ok the issues I am having is when I either shut down or restart  Windows starts the process to accomplish these tasks, however it stalls with the "This app is preventing your......"   and the app responsible is ad_msg_wnd.  While googling this issue it states this is a Get Office  ad. However all of the steps listed to remove, and bypass this does not work as 1) the app  "Get Office"  is nowhere to be found 2) Regedit steps do not help.  There is a Dword that can be added to desktop to kill all running tasks, that has been added  and there is default Dword for WaitToKillServiceTimeout   the default value is 5000 however I changed it to 10 (any value really)  does nothing for this bug...  can someone please help??
