I need help with CMD

My computer for whatever reason, starts windows settings when you try to open cmd, please help, I want to set up a minecraft server  and I cant do it without cmd.

Do you have admin rights to the PC?  Only thing I can think of that would not allow you to have access.

YEs, I have full admin rights

When you type CMD, before clicking it... try Running as Administrator on the right side?  What does that do?

It asks me if it wats utility manager to make changes yadayadya and then i launches the same thing

When you type CMD, and then right click the words/icon, and open File Location...  do you get this?

Change the 'command prompt' shortcut target to "%windir%\system32\cmd.exe". Please see the following animation. If you don't see what is in the animation then provide your side screenshot or video.

You'll have to change the permission of cmd.exe file and also replace cmd.exe file with a new one. I have made an animation for you, check it out below. Also attached is a cmd.zip which contains a new cmd.exe.
