Windows 10 update will not install

I have not been able to get update KB4556799 a.k.a (2020-05 Cumulative Update for Windows 10 Version 1909 for x64-based Systems) to successfully install at all, always receiving the error code 0x800f0831. I've tried a few tips such as using the troubleshooter, disabling my VPN, various CMD prompts and even try to download and install it manually. None of them work. Any ideas? I run on Windows 10 Pro 64 bit.
