I have a intake fan pointing directly at the side of the card. The fan is mounted at the side panel

Have you tried repasting it like what @jaslionsaid

I bought a second hand GTS 250 512mb E-green OEM graphics card (This is the only cheapo card I can afford rn) and when I'm playing Borderlands 2 the temp is reaching 85-90c.
Is this safe or should I stop playing immediately?

My Potato:
Intel i3-4150
Asus H81M-D Motherboard
6gb 1300mhz RAM
CoolerMaster rs-500-pcar-n1 500w PSU
Palit GeForce GTS 250 E-green OEM 512mb

90c is toasty and I wouldn't recommend to keep using it like this imo

Us your case airflow constrictive

Do you have some intake fans or ventilation as a whole?

That's not a good temp for that gpu. Got any airflow? You also should 100% repaste it as well that thing is most likely still using the original thermal paste which will be all but dust by now.

any thermal paste will do right?

Just make sure if your more of a beginner to not use liquid metal as it's conductive and could ruin your hardware
