Can't change my photoshop scratch disk to other drive

I've been getting the "Scratch disk is full" error multiple times lately and I've tried swapping to my other drive, which is a one terabyte HDD and it's currently on a 120 gigabyte SSD. When I go to the Edit>Prefrences>Scratch Disk in PhotoShop, only my smaller drive is shown and I havent found any help on google. I can't just delete files from my SSD. to my make more space. because it's already low on storage and i can't delete anymore files from it. Any help would be appreciated.

Thanks in advance! (PS its the 2020 version)

Stupid question, but did you try the ctrl-alt while starting PS?
