Try ddu 

Enable xmp/ dcop (it probably won't increase your performance as much as an AMD based system but it will still increase it )

Have you instaleed the motherboard/gpu drivers?

enable xmp in the bios, it should raise the fps a small bit.

Ddu your drivers and enable xmp/dcop

That is weird that you are getting that low of FPS with your setup and those settings. Like others suggest I would recommend wiping clean your drivers via DDU and download 442.74 drivers as I find these are the best ones right now for CoD in terms of performance. Also XMP/DOCP can be a hit or miss in terms of CoD crashing because of it. Sometimes I can't play CoD with mine enabled but other times it runs just fine.

So my pc came with a 2070 and I upgraded to a 2080 super could that be an issue that I didn’t do something
