Flickering display issues

Okay, let me preface this that I have been working on this for DAYS and still haven't come up with a viable solution.

 

Problem: When tv is connected and turned off (hisense h8g) via hdmi, randomly my dual monitor setup will flicker off then on for around 2-3 seconds. Audio still goes through headphones like nothing happened. I noticed my speakers which are hooked up via aux to tv (for convenience) will have an audio pop which indicates that the tv possibly had a signal or something of that nature. 

 

Things I have tried:

- Google (this forum is my last resort and I feel everyone here is very knowledgeable and is hopefully willing to provide new ideas.)

- Replace hdmi cable

- tinkered with scaling on gpu

- Turned off anything on the tv that could wake the tv randomly

- Downclocked gpu 

- Different hdmi port on tv

- Used displayport to hdmi (could still be viable but would like rgb, 8bpc, and full range)

 

With that said, does anyone have any ideas what I could try? 

 

Potential solutions that are inconvenient:

- Turn off/uncheck tv from nvidia control panel (inconvenient to always recheck it when i want to play a game on the tv)

- Disable hdmi audio (current audio setup can't allow that or else i have to use tv builtin speakers)

- unplug hdmi from either tv or gpu when not in use

 

Edit* Also, I have a 2080 that I have sidegraded from a 1080 ti. Both gpus have the same problem so I do not believe to be a faulty card. Motherboard was also switched out as well, so not a motherboard issue. I do have all spots filled though in both gpus. I have 2 montiors, a tv, and oculus rift always connected. Could this be a bandwidth or too many connected screen issue?
