Ok so a couple weeks ago, I was just using my pc and it bluescreened. I turned it off and back on then it started boot looping. It would turn on for a second then turn right back off. I have RGB ram it didn’t light up and the fans just spinned for like 2 seconds. I brought it into a shop and they said my PSU was dead. So I got warrenty and plugged everything back on. Still did the same thing, then I took out the motherboard and all the cables. When I plugged in the 24 pin. The ram would turn on and the fan would spin. Then I put my cpu in, and everything would spin but the numbers said 00. After that I noticed I didn’t plug in my cpu power cord plugged it in and it went back to boot looping. Then I noticed a red light under the cpu power place, which I’ll show a picture below. So is it a motherboard problem or a cable? If anyone could help me that would be great!

Wait. hold on. 

 

So you gave us a picture of the Cpu power plug indicator. It's says.... no power. Which is the issue.

Then if you plugged it in without a cpu, you will get a cpu debug error light. 

When you plug the cpu in this should pass this part of boot sequence.

You need to be sure to install a cpu cooler so that you don't fry the processor. The board shuts off during an over heat and may not turn back on right away.

 

Other than that, I'm not sure what you really have going on besides a lot of missing parts and pieces to the puzzle.....

My board sometimes will do the same thing. It'll power on and off a few times. Then it will post after a short while, maybe 30-60 seconds. But it always will post. 

 

Rebuild it. Clear the cmos well. Then try and post it again, but give it a few minutes see what it does.

There's nothing else plugged into the board......

For the heck of it, RMA the board and Cpu at the same time. Since you won't have a system run-able anyways.
