long post so I’m just reacting to stuff as I read it.

So lags on restart but not a full boot.  using just a mechanical HD by any chance?

actual build number can matter with win10

An AIO on a 65w TDP chip. That’s some overkill.   I believe that low temp

PSU is gigantaur.  Won’t hurt anything.

SSD only.  Well that kills the HHD theory.

i know nothing about iCUE other than its famously buggy, or was at one time.

Discord takes forever to launch on my system.  It could be locking everything up til it does. So does epic games launcher for that matter.   I’ve got a lot less cpu than you do though.

This lag in start thing: Does it clean itself up afte a minute or two or does it just behave badly till you do a hard reboot?

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

OP right clicking on ICUE in your bottom right taskbar pop-up menu..and quit ICUE..wait a few seconds and then that seems to clear mine up, then you can re-open ICUE it and it’s fine for me.

i guess i’m going to have to turn off it starting up with my PC until there is a fix.

Imho all the proprietary RGB stuff is just problems.  They don’t NEED to be.  There’s a perfectly good RGB standard.  It’s just that the fan makers refuse to use it, hoping they’ll make more money abusing the public.

Alright after Extencive testing im still stumped its not ICUE even though ICUE is buggy it just effects its shelf
What Ive learned

its not ICUE or AURA nor is it my RAM runing at the OC profile

Doesnt happen when I hard reset the computer nor when I Restart using windows but...

When I shut down though windows and then start back up it has happened everytime

So soft shutdown but not hard crash?  Kind of hard to even do a hard crash these days.  Basically have to pull the power cord.  Soft reset doesn’t turn everything off.  Sounds like maybe there is something it’s got to load or setup with a boot that it doesn’t have to do without one.  Still don’t know how long the problem lasts for.  I’m assuming it calms down after a bit.  If it doesn’t that’s different.

I can do a test tomorrow and see if it clears up Another note is if I try and restart instead of holding the power button when its lagging the restart will blue screen after a couple of mins with STOP CODE: DRIVER POWER STATE FAILURE
but after it completes the blue screen everything restarts just fine its almost like when I try to shut down though windows its not cutting something off right and then when I start the computer again it starts freaking out

30 min is a really long time.  Too long for what I was thinking.  Is there a lot of processor or other activity during these skips?

No not at all everything is normal like ~5% CPU 0 GPU 0 on disk

What about drive writes? Anything that would take machine resources?

No not at all everything is normal like ~5% CPU 0 GPU 0 on disk

Heres a video of it happening

Funny thing and maybe its nothing

Why does my boot drive have to primary partitions
the only thin in the F drive is : $WINRE_BACKUP_PARTITION.MARKER

Could this be causing problems

That’s weird.  A tiny tiny partition of less than 1gog listed as primary but not boot. Big enough time fit a whole Unix on though

Soo fingers crossed but I ran this command

A unique new feature of Windows 8 or higher is the ability to repair all Windows components with the DISM command. This will save you the work of reinstalling Windows. If you use the /ScanHealth parameter instead of /Restorehealth, you can just check your computer's health.

To run the command DISM.exe /Online /Cleanup-image /Restorehealth in Windows 10/8 ▾, please do the following:

  1. Press Windows key + Q.
  2. Enter cmd, followed by the combination Ctrl + Shift + Enter to run it as Administrator.
  3. Enter the command DISM.exe /Online /Cleanup-image /Restorehealth and press Enter.

and then cut fast boot off in BIOS and now I cant get it to lag no matter what I do
I even turned fast boot back on to see if that was it but its still not doing it with fast boot on soooooo I will let yall know in a couple of days if this solved the problem
