Fluctuating GPU usage/ Rx 570

I am experiencing Low GPU usage And low fps.
I have played many games with the this setup and cod MW3 stood out the most.
I got 40 avg fps in whatever settings/res I put it in.
My GPU usage keeps fluctuating
Most of the times it is 0% and 100%
And sometimes it's in between but it never is constant
Please Help.
Specs:
R3 2200g
Rx 570 8gb OC
8gb ddr4 single ram
500w 80+ bronze
Windows 1803
I've tried :
* APU disabled
*Display Drivers reinstalled
* Power plan = high performance
I ran unigine heaven and got 47avg fps will everything max and stable GPU usage .
But in game it varies.
