No. To fight each other they would need to be configured so one draws in air and one pushed out (oppositely configured) but this isn't. It won't give (much) of a boost over one fan, but It works.

I am NOT a professional and a lot of the time what I'm saying is based on limited knowledge and experience. I'm going to be incorrect at times.

the gpu cooler fans need to intake air from the space between the bottom and the card itself. you have fans on the bottom stealing the intake air from the card
