Budget (including currency): 2200€(absolutely max for full setup)

Games, programs or workloads that it will be used for: mostly Gaming for the next 3-6 years

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): I don't have bought anything yet. I have been thinking Ryzen 7 3700x and RX 5700xt. I have been also thinking to get 500Gb boot ssd and 2-4 Tb hard drive and 16 Gb, and 650-750w power supply. I am not sure about the processor or graphics card, RTX 2070 super is also something I have been looking for and Ryzen 5. I don't have mouse, keyboard or monitor either. I mostly need thoughts on the processor and graphics card decisions.

Draws 400 watts under max load, for reference.

they are decent but loud.

I Use my knowledge as business owner and self taught technician aswell as an AI to help people. AI might be controversial but it actually works pretty well 90% of the time.

I have the last-gen equivalent of the chip, the 2700x. The stock cooler can handle my 4.0GHz OC, can sometimes handle a 4.3/4.4 but I'm not comfortable with those temps. 

 

As @SavageNeo said, it is pretty load. Idling with 5tabs and spotify open, if I can hear it through my headphones if I have the volume at 25%. You can fix that by turning the volume up. If you do want an aftermarket cooler, go for a Gelid Phantom Black or a eSports Duo 34.

If I go for aftermarket cooling is it okay to switch the rtx 2070s for rx5700 xt to stay in budget, I have understood that there isn't a too big difference in those two graphics cards
