No, the i5 3470 uses LGA 1155.

If you already had a motherboard, that build would be a nice budget build. But that cpu is nothing special in terms of performance compared to unlocked version of that generation or the 2nd gen. It isn't that great even with prices in mind considering you could probably get a hyperthreade xeon of the same socket around the same price.

 

If you are reparing a computer for someone and want to spend as little as possible, and can't verify the bios version on the used motherboard someone is selling, go for a panther point (H/B/Z 70something chipset) motherboard instead of the previous (H/B/P/Z 60something) motherboard, if tou have no spare 2nd gen cpu.

 

Also, try and stay away from most OEM motherboards as they may have non-standard power connections or their bios may never support 3rd gen cpus if the oem mobo came with a 2nd gen cpu.

i was asking because i bought a dell optiplex 7010 sff and wanted to switch cases and add a graphics card but as i looked into it more i realized i cant just switch the internals to a new case i would have to buy basically a full new rig instead because almost everything is unusable when not in the configuration it ships in.

 

so i settled on buying a low profile gtx 1650 that im told will do me good in regards to games and also fit in the small computer i have but thank you for the excellent information

That's why giving more context is a good idea, as that kind of upgrade would be close to the first advice people would give. Some of us may have biases towards or against some brands and technologies, but most will try to give close to a good advice within the context you are using or moving to use the object
