Avermedia or Elgato with stream Deck.  

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): Below are pics from my HP Omen Laptop that i want to upgrade from. it uses a Nvidia GTX 1050TI graphics card, along with an intel i7-7700HQ @2.8 GHZ . my speed is on LAN which is 100mbps and upload is 20mbps. however when streaming from it and playing games like call of duty i drop to about 40 bitframes a sec. im supposed to be able to use with my speed about 6000. like wtf.
