GPU overheating

so I just got a used manli 1080 ti gallardo (hadn't heard of it before but it seems to be aimed at the chinese market) and when running games it will often times be pegged at 88-90C, my theory is an incorrect or poor application of thermal paste and I was wondering if anyone had any other ideas of what might be going on.
