Massive GPU utilization issues

I just built a new rig, and my 5700xt is able to hit 240fps on all high settings while playing pretty much any game I’ve tried. However, I’ve noticed it’s only running at roughly 40-50% load, which at first I thought wasn’t a big deal because it’s a card meant for 1440p and im only running 1080p. However, it has become an issue anytime I’m playing a game like Warzone or Valorant, as anytime I walk into a wide area with new scenery being displayed on the screen, I’m getting massive frame drops and stutter for roughly a second or two. I assume that using more of the GPU’s power could stop this from happening, but I have no idea how to force it to do that. I’ve already checked for a cpu bottleneck, but there is none, as the CPU doesn’t run anywhere near full capacity as well.

 

i have made sure all settings on windows and the Radeon software favor maximum power and performance already.

ryzen 5 3600

16gb ddr4 3466 ram

msi x470 gaming plus MOBO

750W 80+ gold PSU

Are you using the latest AMD Chipset drivers?

 

Running with Vsync, Enhanced Sync or off?

Yes it’s a brand new system, and I installed all the latest drivers less than a week ago. I’m only running Freesync. No vsync or enhanced sync

What are you using for monitoring the GPU usage?

Don't tell me Task manager, that's completely wrong since it doesn't show the true values.

If it's MSI Afterburner, you need to disable ULPS in the settings of the app.

I’m using the Radeon software to check. When I run more challenging games like RDR2 on ultra settings, the GPU will go up to 98% or so, it’s only in FPS games that aren’t as hard to run. I just want to force it to run harder so there is a cushion during situations where frames would drop, considering the games that are competitive in nature is where stable performance is absolutely vital.
