Also, why do you need a 3900X?  First, take the time to realistically evaluate your needs.  Second, take the time to evaluate the market to get those needs satisfied.

I have a i7 - 6700k and my motherboard is going bad ( in terms of 6 usb ports and the optic port dont work anymore  ) I bought the i7 when it came out so ive had it for a few years now. I was going to wait until the next gen in gpus came out because i wasn't interested in the rtx to do a full upgrade but I think i need to do upgrades now

I Have been looking at the ryzen 9 3900x. its obviously a massive increase but i dont know if this is the right time to buy. All im wanting to get is an upgrade for the case mobo and cpu. 

Im also looking for recommendations on a mobo willing to go up to 250 want a good quality mobo this time
